I already fix this issue (okay i am not fix it, but avoid it)
So my computer is fine. Be able to use internet, all app is fine. There is no problem.
Well.. except that I am not be able to use "File Explorer"
I try press "Windows"+"E", the explorer.exe restarted
I try to click it from the taskbar, the explorer.exe restarted
I try to end task it and start it again with task manager and then try to open it, the explorer.exe restarted
I try to go to safe mode and open the "File Explorer" (to find out the problem), the explorer.exe restarted (yes, the explorer.exe restarted on safe mode when I try to open it)
I cannot access any file now, if you curious how I avoid it. It is by changing my account.
For no reason, I change my account to avoid it (I do it with no hope and expect it will not work, but it working).
All app I installed on previous account still available btw, maybe it's because the driver from some app (that is portable) not there.. So I can opened "File Explorer" from here.
I am okay with this stuff, but i am just curious, and if there was a solution for this (EXCEPT reinstall OS)..
I already tried to do restore point (sadly I never know the benefit to creating a restore point, so I just restore it to when 2 days ago), but it doesn't do anything at all.
Oh yeah, I almost forgot.. I don't know is this information useless or not but I will just pointing that out. This started to happen when I try to fix an issue with BSOD (It's not really an issue for me tho, that's why it's already happen for several month and idc). but I feel like this is the time to fix it. And when I just realize it's because of driver from portable app that I already uninstall and the driver is out-dated, Trojan comes up from WINXT folder from System32. (got notified by kaspersky). I am not suprised at all, because I already got 3 trojan virus before when still using windows defender and not do anything to it for several month until I got annoyed by the notification saying about "virus" from windows defender. I never got any problem on that time btw, never got BSOD or anything. And then I try to updating my driver after a year because my computer got slow, and got BOSD about incompatible driver. And then I do the thing that I tell on the beginning of the story
PS. I am gonna record myself trying to open it and try all the above that I tried later on. But later (I am to lazy to switching back)

It seems the system has been corrupted after been affected wit the trojans. However, try the steps below to fix the issue:
1-Perform a clean boot and disable non Microsoft services:

After that check to see if the issue still persists or not. If the issue is still persists, try step 2:
1-Access this link and click on "Update Now":

It will update the Windows version to the latest one which is 21H1.
2-Acess this link and click on "Download Tool Now":

Then run the Media creation tool and perform in-place upgrade.
Be noted that this process automatically maintains existing settings, programs, and data, files and the pre-installed Windows UWP apps will remain, your 3rd party software will be removed during a repair upgrade.
