I have a project to migrate from Ring Central to Microsoft Teams. or office 365. is there any documentation on best practices or steps to accomplish this.

What is your project meaning? Do you mean you want to migrate the tenant from Ring Central to Microsoft Teams?

I tried to search the official document about Microsoft Teams but unfortunately we did not find any valuable things to confirm Ring Central could migrate to Teams. Considering Ring Central is the third-party application, which we do not support, we also recommend you contact with Ring Central supporter to confirm it.

Yes, We need to completely move tenant and phone numbers to Microsoft Teams. I also could not find anything on this. I am not thinking on standing up an entire office 365 environment with teams and then port the numbers over.

For the phone number, you could try to refer to this document. It shows you how to transfer your phone numbers from your current service provider to Teams.
