MAM Without enrollment

I simply want the management type to read without enrollment. I don't want my iOS end users to be required to enroll into Intune. Just a basic App Protection Policy. No matter what I do, or where I start, I keep getting everything but what I want (eg. All app types, unmanaged, managed devices, etc). I have tried writing the policy from both the Microsoft 365 Admin center and Endpoint Manager admin center. I keep missing the mark! I want as much security as a can get with out crossing into the need for enrollment. This is for mainly iOS devices but Android is next.

Is the management type governed by the apps I select (I have literally even tried to disable EVERYTHING, and it still requires enrollment), or is it governed by configs, or something else.
