I keep getting emails from Microsoft about suspicious login activity and telling me to secure my account. However when I do this, I still get people signing in to my account from other countries, even with 2FA enabled.

When you check https://account.live.com/activity/, are the foreign accesses marked as successful? What I'd do is to disable 2FA, remove the account from the authenticator, and then reinstate it. That will generate new secrets and a new QR code to enter into the authenticator app. If the hackers have the old password, this will negate it.
