Microsoft Store Can't Update Anything, Even Microsoft Store

I've been having this issue for months now and any and all threads, suggestions, and whatnot have not worked.

When I try to update anything at all with microsoft store, even if it's the microsoft store app itself, it doesn't update. It downloads and installs the update to whatever app, and then updates and installs the app, and updates and installs the app, and will continue to loop an update that never actually happens. Windows is up to date. I've reset the microsoft store. I've deleted the store cache. I'm logged into microsoft store. I'm not getting any error codes except 0x80073D02 tries to update itself, which when retried crashes microsoft store without updating it.

I have no clue what else to do as I can't completely remove and reinstall the store app without completely removing and reinstalling Windows.

    I'm Kevin B. Windows user like you. I do apologize for the inconvenience, let me help you sort things out.

    Please follow the steps below and check if it helps resolving the issue

    -Run the Microsoft store app troubleshooter

    Press windows key + I

    Click on Update & Security

    On the left pane menu, click on Troubleshoot

    Click on additional troubleshooters

    Locate and click on Microsoft Store apps

    Click on Run this troubleshooter

    Follow the onscreen instruction until the process completes

    Restart the computer if needed then try to download the app again

    If the above method did not work, please follow the steps below and check if one of the steps resolves the issue.

    Verify the the time and date on your computer is set and correct. You may check and change it by accessing the settings of your computer.

    • Erase Temporary Files on the datastore folder

    Press windows key + E

    Navigate to the below path and erase everything inside the folders. Those folder contains temporary logs files on your computer.

    C:\Windows\SoftwareDistribution\DataStore

    C:\Windows\SoftwareDistribution\Download

    • Reset Microsoft Store app

    Press windows key + I

    Click on Apps

    Under Apps & Features, scroll down and locate Microsoft Store

    Click on Microsoft Store and select "Advanced Options"

    Scroll down and click on the Reset button

    Wait till the process completes then close the settings

    • Re-install Microsoft Store App

    Open the Windows PowerShell as administrator

    Type the below command and press enter after the command

    powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

    Wait for the process to complete then close Windows PowerShell

    Restart the computer if needed and check if the same issue persist

    I tried all of that and it didn't work. I ended up instead learning the time servers were being blocked by the windows firewall, so after two rules added it was able to connect and the store worked fine.

    What happens when you perform the in-place repair? Did you receive any error message while performing it?

    If the in-place repair did not fix the issue, kindly try to create a new user profile on your windows. This will help determine if the issue is profile specific or if the issue occurs on any user profile that you have.

    To create new user profile, please follow the steps below

    1. Open the Settings by pressing the Windows Key + I
    2. Click on Accounts
    3. In the left pane menu, click on Family & Other Users
    4. Under other users, click on add someone else on this PC
    5. By default, it will going to ask you to sign in using a Microsoft account, click on the link below which says I don't have this person's sign in information
    6. Click on Add a user without Microsoft account
    7. Fill out a username and click next until completion.

    Sign out to the current user and sign in on the new user profile.

    Check if everything works fine on the new user.

    Kindly perform in place repair in your Windows first:

    In-place repair/upgrade or repair reinstall is a process of re-installing Windows without touching any of your applications or personal files. In this way if there's any data corruption, damaged system files or missing system files on your computer, this repair will fix or repair them.

    To start we need to download an ISO file of Windows 10 and save it to your computer. Please follow the instruction on the link below to create an ISO file

    After the ISO is created, follow the instructions on the link below created by PaulSey, Microsoft Agent, on how to perform repair install on your computer.

    This process will take some time to complete so you need to be very patient in waiting until the process completes. Once done , restart your computer and check if the issue is resolved.

    I went down the list as you suggested, but its still having the same issues as before, encountering two issues along the way.

    First, for some unknown reason, I can't seem to sync my time, no matter what time server I use it times out, although it's very close to accurate at the moment due to manually setting the time.

    Second, after getting all the way down to powershell, running the command as an administrator, I got this error:

    Add-AppxPackage : Cannot find path 'C:\Windows\WinStore\AppxManifest.xml' because it does not exist.

    At line:1 char:1

    + Add-AppxPackage -DisableDevelopmentMode -Register C:\Windows\WinStore ...

    FoundException

    *+ FullyQualifiedErrorId : PathNotFound,Microsoft.Windows.Appx.PackageManager.Commands.AddAppxPackageCommand*I went to double check myself and there simply isn't a WinStore folder within Windows.
