As I said, I need three keyboard layouts with Japanese as the default AND consistent English Windows UI. So I don't quite understand how removing all languages except English will solve my problem.

I want to have all programs in the system to be in English, but I want the default keyboard layout to be Japanese. When I do this:
I get this mess:
I need English everywhere as the UI and as the defaults. But I need only the default keyboard layout to be Japanese. How to do that?

Try Removing all languages except English and all keyboard input languages except Japanese:
