Sorry for the late reply. I fixed the problem.
I just had to downgrade windows and then install the latest version for that build.
I downgraded to build 1511.

Hi I’ve been having this issue for a while now where my FPS is capped at 1 on certain apps. Another thing is, when I minimise the app, the FPS goes back to normal.
Things I’ve tried:
Resetting PC (resetting everything)
System restores
DDU
Updated ALL drivers (chipset, processor etc)
Reinstalling
Running as administrator
Disabling Fullscreen compatibility
Disable game dvr
Disable game bar
Disabling windows defender
Using FPS uncapping software
Setting priority of apps to high
Setting maximum performance
Turning off power throttling
Putting plan on high performance
Turning off battery saver
Switching accounts
Checking my ram
Preying to god

To do this, you first need to open Command Prompt with admin privileges.
To do this – search for the command prompt using the search box > right-click on Command Prompt and select Run as administrator.
Click YES when the system displays the User Account Control prompt.
After opening the command prompt, you need to type:
chkdsk /f
and press the Enter key.
wait for the end of the procedure and a correction message appears
I finished the test and nothing was detected that was bad
It happens in applications like Discord and Firefox.
It happens in most of my games too.
Doesn’t happen on settings, task manager etc.

Press Windows + R to open the Run dialog.
In the Run dialog box, type:
mdsched.exe
and click Yes.
Click the Restart Now button and check for problems.
After that, the Windows Memory Diagnostic Tool screen will appear in Windows.
Allow it to check your RAM.
Once this RAM check process is complete, you should be able to see the results in a few minutes.
