.NET Framework 3.5 installation failed

So I've been trying to download .NET Framework 3.5 to run other programs, but I keep hitting a wall when it says "The SMI primitive installer failed during installation". Now I've already tried troubling shooting windows update, installing it by opening Windows Features & through the DISM, and going as far as removing .NET FRAMEWORK 4.7 but more the same.

Any help would be appreciated.

    Try the DISM method to enable .NET Framework 3.5 on your system.

    Net Framework 3.5, 4.8 and 4.8.1 was installed as part of kb501458 cumulative update back in Sep 2022

    There was a further Cumulative update that month Kb5017497

    Review your update history and if needed run win update
