Hi Noureldeen. I'm Greg, 10 years awarded Windows MVP, here to help you.
Try theses fixes for Ctrl keys not working on HP keyboard after Windows 11 upgrade:

- In Device Manager open Keyboard device, from Driver tab try Update Driver > Automatically. Then try Update Driver > Browse > Let Me Pick to try all previously installed drivers.
Finally try Uninstall Driver, use mouse to restart PC to reinstall driver.
- Run the Keyboard troubleshooter at Settings > System > Troubleshooters > Addiitional Troubleshooters.
Report back results for each step so I know what else to suggest.
Feel free to ask back any questions. Based on the results you post back I may have other suggestions if necessary.
