I cannot bootup or repair Windows 10 starting. I can only access cmd prompt. I found all the files which have been sync to OneDrive before cannot be copied out. Unfortunately, the files in OneDrive was not sync for awhile.

When I tried to use xcopy of the files, it stated the following. It is all the files that have been sync before. The files have not been sync before are totally fine.

"File creation error - The file cannot be accessed by the system"

Is it anyway I can unlock those files in cmd prompt and copy the files out?

I have tried all different ways to repair, bootup, but Win10 just cannot run. The only thing I can do is the copy the files out and reset Win10. I tried to grand the permission with icacls with full access, but no luck.

Would anyone help?
