You also mentioned that you are using an anti-virus. This will also cause Defender to not run since the anti-virus and Defender cannot both run at the same time.
Problem with Windows Defender.
Hello. I use an Antivirus, but i want to use Windows Defender, too. And when I opened the "protection against viruses and threats" tab, I saw signs "Virus protection settings are managed by your organization" and "no active antivirus vendor". How can i enable a protection against viruses and threats?

- Press Windows key + R and then on the run box type in there cmd and press Enter or hit OK and then execute the commands below and press Enter after each command
