Multiple Bluetooth mice and I'm having the same problem. It's Windows 11 that needs to get fixed to properly support Bluetooth mouses.
Windows 11 - Cursor Stuttering Issue
I have a persistent cursor stuttering issue that has made it impossible to use my computer.
This issue started happening randomly without applying an new updates. I also tried rolling back the 22H2 update and that did not help. I've tried doing a clean boot with all non-microsoft services disabled. I updated all of the drivers for all system devices, including the Nvidia driver for my GPU. I tried disabling the USB power off feature, mouse precision enhancement, etc. I tried installing the mouse manufacturer software as well and that did not help. I adjusted the DPI and pooling rate (from 100 up to 1000). I tried removing all other USB devices and tried every single USB port.
This is happening for any mouse that I use. It happens over bluetooth, USB wired, and USB wireless. I have tried 5 different brands and it happens for all of them, including very cheap $5 low tier and expensive $200 high tier mouses.
This is obviously a bug with Windows 11. Just doing some googling shows it has had mouse stuttering issues going back more than a year now.
Why isn't this fixed?
What am I supposed to do?
Your bug has made my computer unusable.
My specs are:
Intel i7-11700K
Nvidia RTX 3070
Currently all updates are installed.

Every few minuits the mouse will freeze for a second or two and then move again. The more work the system is doing the more frequent the stuttering.
how ever on my system the problem only occures when using my MadCatz Rat6+ and not a cheaper mouse. But when I test the RAT6 in any other PC it works just fine.
I have also tied the steps metioned above and this is a fresh installation of windows 11 - updated to the newest curent version as of 12 Dec 22.

Thank you for your detailed description and the steps you have performed so far. We fully understand the inconvenience the issue has caused and that the current situation can be frustrating. I notice that you haven't tried the step of creating a new local account yet, so maybe we can try again to check if there is a program preventing the cursor from running properly.
Create a local user or administrator account in Windows (microsoft.com)
If the above solution still doesn't work, I recommended that you try to override your system by following the steps below:
- Please rest assured that override system will theoretically not affect your data and applications (you need to choose to keep files and applications in the next steps), just update all the system files are the latest.
- If you have important data, it is recommended that you make additional backups to prevent accidental loss of your data. Also make sure your system disk has enough free space, at least 40GB. 1. Download ISO
Visit Download Windows 11 (microsoft.com) and click "Download Now" to download MCT (Media Control Tool), then download and run the program, select "Create installation media (USB flash drive, DVD or ISO file) for another PC” , and then choose Language, Version, Architecture (if you are not sure about these, choose "Use the recommended options for this PC"), then select "ISO file" in the "Select Media to Use" interface, and then a windows ISO file will be downloaded to your disk (about 4-5GB in size, it is recommended that you choose a non-system disk).
2. Choose to override system
After the download is complete, double-click the ISO file, double-click to run "setup.exe" in the open file explorer, and select "Change how Windows Installer downloads updates" > "Download updates, drivers and optional features", Select "Keep personal files and apps" after accepting the terms of the agreement, then click "Next" > "Install". Then the system will reboot a few times, and then enter the welcome screen.
