Based on your descriptions, I would like to check something first:
1) Have you checked your settings for camera on Zoom itself? See the troubleshooting:

2) Like @Leon Laude said, if you use Hyper-V platform, then try the link he gave you, or our Microsoft public document on guiding you on enabling camera on your VM hand by hand:

3) If you have any problems when you operating, please check this blog which has a similar issue with yours:
