I disabled Hardware Accelerated GPU Scheduling in Display settings. Works fine now.
Desktop Window Manager 100% GPU
Some have suggested redownloading Windows to fix this issue. (HUGE WASTE OF TIME)
I recommend downloading GeForce Game Ready Driver WHQL 517.48 September 27, 2022, until either Microsoft or Nvidia fixes the issue.
The issue is the new Nvidia Driver Version 552.25 Release date: 10/12/2022

2022-11-01T23:14:49+00:00 Nvidia directly suggests simply disabling Windows hardware acceleration while they look into it. Its obviously a reason to do so for recent game optimizations, etc.
But, if you can afford to go back on the driver versions then its also a perfectly good way to solve it :)

2022-10-26T20:47:46+00:00 I had the exact same problem with Geforce GTX 1660 after installing latest driver from October 12th. i rolled back to September 27th and the high GPU usage has gone away. My Desktop Window Manager is not taking 95%-100% in weird spikes of my GPU now. Crazy bug.
