Windows Server 2022 Activation issues

Trying to Activate a copy of Windows 2022 server. 4th server using this key 2x 16 core packs purchased. Error states it has been activated to many times. Technical support tells me it has been activated 6 times(definitely don't have that many) and can't help. Transfer me to the Licensing team. On request run the SLUI 4 cmd give them the activation code. Input the response code which is "successful" Windows still reports as not activated. Water mark is gone after reboot but server still says it isn't activated and responds that it isn't. So have help fully been told to ask the community..
