Android client shows "Connected without Internet" after successfully connecting to internet using Windows Mobile Hotspot

I am using Windows 11 22H2 & started experiencing some strange issues with Mobile Hotspot (not sure whether this is after the latest Windows updates as I barely use the hotspot).
Issue is, my phone connects to mobile hotspot, I can browse & after few minutes, Wi-Fi enters to the "Connected without Internet". I have only the option, either to turn the mobile hotspot off and start again or turn the wi-fi on the phone off and on again.
Here are the setups at my end
My laptop is connected to domain, no firefall filtering for my access to internet.
I have turned off power saving and setup a simple password for the sharing.
In order to reproduce the situation, At home, I setup one Windows 10 desktop machine (with wi-fi adaptor) that is connected to router using cable) for Mobile Hotspot & experienced the same disconnection in the beginning. I was able to stop this behavior by changing the autogenerated password to simple one like "pass@1234" & the client connections were intact for hours.
I tried the following already
Changed the Randomized MAC to Phone MAC
Changed DHCP IP address to Static on my phone.
There are no entries "Microsoft-Windows-WLAN-AutoConfig/Operational" logs for this particular behavior & the only one issue I can figure out from the whole exercise is the following that's logged under system logs.
"Name resolution for the name b1sync.zemanta.com timed out after none of the configured DNS servers responded. Client PID 3596."

If your phone regularly connects to mobile hotspot when your laptop is connected to your home WiFi network, it's definitely not a Windows 11 problem. For this problem you need to contact your company's network administrator as he is usually connected to a Domain network.
