Best Programming Language for Accessibility?

I am a beginner at programming language and application design, and I have an important question for you. I wonder if there's aprogramfor sight challenged programmers to create their own apps, with keystrokes that letthem insert controls into panel-like screens. For example, I want to make anambientsound generator software similar to Atmosphere Deluxehttp://www.vectormediasoftware.com/atmdeluxehome.htm,but instead of designing it with Visual Basic, I want to help VectormediaSoftware redesign their interface with a programming language that can berecognizedby all operating systems (Mac, Windows, Linux, etc.), and I want it to berecognized by all accessibility toolkits including screenreaders andmagnifiers.What programming language would I start with? Better yet, Is there aMicrosoft app that lets sight challenged programmers design their own interfaces, usingcontrolsthat are common to all systems, like Buttons, checkboxes, combo boxes,dropdowns, edits, and sliders? If you download Atmosphere Deluxe fromhttp://www.vectormediasoftware.com/atmdeluxedown.htm,you'll see that it's programmed with Visual Basic. JAWS can't recognize thecontrols, as most of them are spoken identically (JAWS says "Graphic 0"),despitethe fact that each control is different. Some are sliders, some are buttons,some are scrollbars, some are dialog boxes, and some are checkboxes. Theonlydialog boxes in Atmosphere Deluxe that are fully accessible with JAWS areany of the "Open dialogues. What's up with that, I wonder? A lot of thecontrols within Atmosphere Deluxe are coded as "ThunderRT6UserControlDC", which I'm

not even sure what that is, nor do I know what it's equivalent might be.
