In changing to a new battery, I noticed that it says: Battery usage per app: in use Win Exp 51% Background 0%. Microsoft Edge in use %..background 1%. As far as I know I am using Microsoft Edge as my browser. What does this mean. I am using Win 10.

Ok. I tried to order from Dell and they were out. But they gave me the correct battery number to order from Amazon. I will check with Amazon..maybe get another battery.

I understood the question and explained that apps usage could be inaccurate, an aftermarket OEM battery might not even have the chip that reports it. This is why I asked you if you bought the factory part or aftermarket OEM. I also gave you everything you can do to know for sure the functionality of the battery. This could tell you if you need to replace it while it's still under warranty.
Either way it's a hardware issue and not Windows. I would ask the battery maker's Support.
My question I asked you has nothing to do with my battery not charging. My battery is charging fine. Here again is what I am asking:

Why does it say 51% is for Window Explorer. I am clearing using Microsoft Edge as my browser.

Hi Dukey. II'm Greg, 10 years awarded Windows MVP, here to help you.
Is the new battery charging and discharging normally? Does it give you the battery time advertised? This is what's important and not specific app's usage which could be in accurate.
Did you buy the official factory part, or an aftermarket OEM? I have never had good luck with OEM batteries functioning properly so I'd check it's actual battery time closely to see if it's worth keeping while you can still return it.
Here are some checks you can run if you're not sure:
Run the Power Troubleshooter from Windows Settings > Update & Security > Troubleshoot > Additional Troubleshooters.

Right click Start to open Device Manager, under Battery choose the battery device, then Driver tab, then if available Roll Back the driver. If not available, choose Uninstall Driver, restart PC to reinstall.
