Changing boot logo using third-party software is not recommended. This may mess up files and may make your system not bootable.

How do you change it to a gif? I know HackBGRT can do it, but it only supports bmp. Can anyone help?

Unfortunately this isn't something that is possible or would be supported.
The only further suggestion I can give is to submit feedback on the issue using the feedback hub app, you can find this in the start menu. It would then perhaps be considered for a future update.
