To prevent camera use, after scheduling the meeting and sending out the invite, the meeting organizer can disable the mics and cameras so that attendees can't use them during the meeting. For more details, please refer to this article.
Besides, you could also contact Teams administrator to assign a specific meeting policy which disable the IP video feature to the participants.
