hello when trying to run this application it wont properly work because as you can see it says "This program cannot be run in DOS mode. Is there a way to fix this?

This screen means you not run the program but open its code to view in some tool like notepad.
Please give more information about your problem with screenshots without cropping.
Im opening the "dex" file and it opens correctly but what it is not supposed to be doing its job (its supposed to be changing settings but because of the "This program cannot be run in DOS mode") it is not doing that
What program is associated with DEX files? What program is used to open this file? Please show a window without cropping.
"This program cannot be run in DOS mode" is part of the file's code known as the MS-DOS stub. It will display that message if you try to run the file in DOS mode, like this:
The message is unrelated to whatever problem you are experiencing with your "dex" file.
