Save button in customize icon settings doesnt save

I am trying to customize my download folder icon. Every time I press Save after picking out one of the windows icons listed, it does not save. Instead, the settings revert immediately back to the boring manilla folder icon. I am on x64-bit Windows 10.

    Is the download folder you want to change the Downloads folder in the image below?

    If it is this Downloads folder, then its icons support the following formats (as below), what format are you using for your icons?

    Can you take a video of the steps of the operation and send it to me? You can also send me a custom icon and I'll test this for you.
