Prebuilt computer won’t install windows after replacing CPU and internal M.2 SSD

Need some assistance. I started out with a prebuilt gaming PC. The MB is a ASUS Prime B360M-A. I took the CPU (Intel I5 9600K) and the internal SSD (M.2 (500GB) and put it in my new computer that I built. It works great. The prebuilt computer I’m giving to my stepson. I replaced and installed the CPU with an Intel I5 9600K and a 1TB internal SSD. Am I wrong in assuming that Windows needs to be freshly installed back on the prebuilt computer that I reinstalled hardware? What’s steps do I need to do? I tried doing a Windows media download to a USB flash drive, but the boot up always freezes…. Either at the ASUS page or at the windows setup page and I lose control of my mouse. Any and all help is greatly appreciated. Thanks!
