Problem formatting USB devices - Windows 11

I have a problem formatting USB devices (stick, HDD via Inateck Adopter) for some time.

Windows message = "Windows could not complete the formatting".

In Paragon hard disk manager Advanced = I/O error.

File transfer from the hdd does not cause any problems. Also CHKDSK, surface check ect. do not report any errors. Same problem in all USB ports. After trying a few times formatting works again. Antivirus programs do not find any problems.

The parts (various USB 3 sticks, HDD via Inateck adapter) can be formatted on another device (Windows 10 - Laptop) without any problems.

Problems under Windows 11 22H1 and 22H2 (extra installed from image so that Windows 11 installs new drivers if necessary)

Motherboard: Asrock Z390 Extreme 4, Intel 9700K, 32 GB RAM, Asus Radeon RX 6700XT.

Maybe someone has an idea how I can solve the problem? (sorry my bad english)

    No - it is not ok - the same problem on all ports (also directly)

    And if you plug the USB direct to the USB ports on the system its all OK?
