It is possible to delete the file using the Command Prompt.
Please press the Windows Key and the S key on the keyboard at the same time.
Type cdm in the search but do not hit enter.
Select run as administrator then hit enter.
You will then need to formulate the command line with the instructions below.
Example
del c:\users\griffin\desktop\test.txt.
(Replace the text on the left with the path of the file you want to remove. Include the file extension in the command.)
Once you enter it on the page click enter. Then check to see if it has been removed.
