Mouse Selects Wrong Line

When I use my mouse to select a bookmark in Firefox or a folder in Outlook the cursor regularly jumps 4 lines below the one I am trying to select and instead selects the wrong line.  This has happened in other programs, but it’s the most noticeable in these two.

I’m running Windows 11 (up to date)  and using a wireless Microsoft mouse.  I know I’m getting older, and my hand is not as steady as it used to be, but this behavior is really annoying.  I can’t find a setting to change this behavior.

    Yes. Same problem with a wired mouse, so I suspect Windows or the mouse driver instead of the hardware.

    I am having a similar problem. It happens when i click on the date/time in lower corner, the calendar appears but the highlight circle moves all the way to the left(the farthest date to the left and stays there), also when I open the settings menu of Windows and try to say click on update button on top right, when i click on the Update button it highlights it for a second then moves to the left blinking as it highlights the next button to the left and it keeps moving left till it gets to the farthest button to the left. and stays highlighted. Its like a moving light like a rope light set to flow....I don't know why its happening or how to fix it.

    Have you tried another mouse? I'd borrow one to try it. Here's a good one that's smaller to fit in the hand more comfortably and works great:
