Reset failed at 99

The reset failed and it took an hour to get to 99 percent but it fails says couldn't reset the PC. I need to reset since I need to give this PC to my son. I followed the instruction to go to settings > recovery > reset > remove everything. I dont care about the files since I already made a back up. I just want to complete the reset.

    Windows is not starting on this computer?

    If yes, you can do the procedure again using the Windows Recovery Environment (WinRE).

    To get into the WinRE when Windows won't start, you'll need to repeatedly turn your device off, then on:

    1. Hold down the power button for 10 seconds to turn off your device; (If the device is ON when starting the procedure)
    2. Press the power button again to turn on your device;
    3. On the first sign that Windows has started (for example, some devices display the manufacturer's logo with spinning dots when starting), hold down the power button for 10 seconds to turn off your device;
    4. Press the power button again to turn on your device;
    5. When Windows starts, hold down the power button for 10 seconds to turn off your device;
    6. Press the power button again to turn on your device;
    7. Allow your device to fully start. You will enter WinRE.

    After starting the computer into WinRE, do the following:

    • On the Choose an option screen, select "Troubleshoot > Reset this PC", and then follow the on-screen instructions.

    If the procedure fails again, your only option is to do a clean install using an installation media.

    I dont have a spare PC and I dont want to perform clean install. I will try it again tomorrow.

    If the reset procedure is failing, your recovery image may be corrupted.

    Your best option is to do a clean install using an installation media. If you don't have one, create one using the Media Creation Tool. Access the link below and click on "Download tool now".

    Run the tool, select "Create installation media for another computer", and follow the on-screen instructions.

    You can create the installation media on an empty USB flash drive with at least 8GB.

    Then clean install as instructed under "Use the installation media to perform a clean install" in the article below.
