As you said you would have to install windows from USB I thought you had the media already or could create one.
Without a bootable USB I doubt you can repair the boot loader for windows.

I recently deleted the KDE Neon partition in Disk Management (Windows 10) on a Toshiba Satellite C55T. Now, I just have Windows 10 installed, only. When I restarted my laptop, I got into the GNU GRUB command line. I have tried the command below, but it did NOT work.
chainloader /EFI/Microsoft/Boot/bootmgfw.efi
If there is any way to boot into Windows 10 from GNU GRUB command line, please tell me. If there is now way to fix this, I’ll have to reinstall Windows 10 from a USB, deleting my files (some of which are backed up on OneDrive).

I you want to remove the GRUB loader then you can try a repair using the Windows 10 install media. Boot from USB and select Language > Repair > Troubleshoot > Advanced options > Start-up repair.
