SSIS Scale Out Licensing and Pricing

Question

I need some help estimating a licensing cost for using SSIS Scale Out on prem.

Does every worker node (separate server) need to have a full license? Or can it be "unlicensed" as long as it is only SSIS, or under a threshold (2 proc, 4 GB, for example)?

Looking for licensing explained from MSFT, but as always it's a bit confusing or buried.
