Error: The File could not be decrypted

I already had Windows 11. I Reset PC (remove everything) and did clean install of Windows 11. I have external drive connected to my laptop. In this external drive I had applied folder & Files Encryption to a specific folder and files inside it. Now, after re-installing Windows 11 on my laptop, I cannot access that specific folder from my external drive.

I have taken ownership of the folder, sub-folders and files. I have enabled audit permissions. In File Properties -> General Tab -> Advanced - > Encrypt Contents to Secure Data. When I de-select this option and click on apply, I am still getting the same error.

I need help to remove encryption or decrypt the files, so I can use them.

    File encryption helps protect your data by encrypting it. Only someone with the right encryption key (such as a password) can decrypt it.

    The basic concept behind the use of encryption is that it can only be undone by someone who has the decryption key. Without it, it will not be possible to access the files.
