I had tried it but it just said I didn't have permission to change it. I've decided to just reinstall windows, but thanks for the help!
Changed SYSTEM32's permission, help.
Hello, I noticed that sfc /scannow wasn't able to fix a dll in SYSTEM32, so I thought I'd do it myself, but after I was done with it I accidentally deleted the Administrator permissions there, so now I can't use sfc /scannow or anything similar, how can I get it back?

I am Dave, I will help you with this.
Right click the System32 folder and select Properties and navigate to the Security tab
Click Advanced, then on the next dialog, click Change beside the owner
Set the owner to this:
NT SERVICE\TrustedInstaller
Click the 'Check Names' button to ensure that has been entered correctly and save that setting, then restart (not shut down) your PC.
