Thank you for your support of Microsoft products. i May I ask what network environment you are currently on?
I tried to create a Microsoft account on my company's network environment and it did reproduce the problem, but I changed the network and it worked.
Usually, this problem occurs because your current network environment has been determined by Microsoft servers to be ineligible for Microsoft account creation, which is a strict requirement by Microsoft. We suggest you try using your mobile network to create a Microsoft account, or you can try again after a period of time.
