別アカウントでazureの資格を取りましたがそのアカウントがロックされてしまいました。

Question

別アカウントでazureの資格を取りましたがそのアカウントが
ロックされてしまいました。

そのためazure資格の証明書がダウンロードできません。

解除しようにも「利用上限に達しました。明日、やり直してください。」
という表示が何日も繰り返されるばかりで解除できません。

世間のサイトでは別の電話番号を使う必要があるそうですが
電話番号は一つしかありません。変更は影響が大きいので
避けたいです。

ロックされたアカウントの向こうのazure資格の証明書を
ダウンロードする方法を提供してください。
