I understand the issue you have, there is nothing to worry I am here to help, since you have done all basic troubleshooting steps we will check the driver if it's causing the issue, kindly follow the steps below:
Method 1. Update Graphics Card driver.
-Press the Windows key + X
-Go to Device Manager
-Expand the Display Adapters
-Look for your Graphics card
-Right-click and click "Update Driver"
-Look for "Browse my computer for driver"
-Click "Let me pick drivers available drivers on my computer"
-Choose an old driver or other name of driver then select it and hit next until it installs.
Note: Do it on all the display driver
If the issue persists, I suggest doing an in-place upgrade wherein it will upgrade the device to the latest version and repair all issues without deleting any files.

- Select Download Now, and select Run. You need to be an administrator to run this tool.
- On the License terms page, if you accept the license terms, select Accept.
- On the What do you want to do? page, select Upgrade this PC now, and then select Next.
- After downloading and installing, it should fix the issue.
