Bring up the on-screen keyboard, do those key combinations work on that keyboard?
Shift +t, shift +m does not work
The problem started immediately after upgrade to Windows 11
Sticky Keys are off. Keyboard driver updated
Windows for home | Windows 11 | Devices and drivers

Thank you for that information.
Please try this to run the troubleshooter
Open the Settings App
Go to System - Troubleshoot - Other Troubleshooters
Run the Keyboard troubleshooter
If that does not resolve this for you
Open Device Manager
Expand the Keyboards section
Right click your keyboard and choose 'Uninstall'
Then restart your PC

I am Dave, I will help you with this.
Open Device Manager, then expand the Display Adapters section, do you have an Nvidia graphics card?
If you do, open Nvidia Experience and turn off the Game Overlay function, restart your PC and check if those key combinations work.
