I figured it out though.
Right click on the desktop There is now a new option for "Dell display manger"
Select that then go to Easy Arrange-then settings- uncheck "application window snap"

In addition, if that will not work, please let me know the PC make and model as the functionality of the screenshot you provided is controlled by your manufacturer.
To check, press the Windows key + R then type in:
msinfo32
Then hit OK

Go to Settings> System > Multitasking
Turn off Snap Windows
