I did an update on my computer and now the BIOS just keeps looping , it goes to a black screen with the HP logo and at the bottom of the screen it says please wait while we install a system update after some time it Loops to another white screen that says HP bios update version 3.9.0.0 and then it counts down and says bios update failed on the next screen and counts down again and then goes back to the black screen and starts all over again I have tried everything that people recommend and nothing works HELP

It sounds like this is a faulty BIOS update which has now caused this boot loop.
You may need to contact the device manufacturer and see if they have a method to re-flash the BIOS with a previous version whilst unable to boot the device.
