Hi, the first method can be permanently applied to your device, as it is used to disable third-party apps which are necessarily running in the background, you can also try to manually enable each services to check what service is causing the issue.
Random Lag On My Computer?
I recently got a new PC that is pretty strong, the specs are: RTX 3080 TI, Ryzen 9 5900 3ghz, 32GB of ram, W11 Home. randomly when doing certain things my computer lags, freezes for a few seconds, or just straight up lags hard. My drivers are up-to-date.
When bringing 1 windows from my 60HZ monitor to my 144hz monitor there is a LARGE lag spike, sometimes when switching tabs in Brave browser lag appears. RARLY when typing lag appears. When I'm playing a game or recording this lag goes ALL away.

Method 1. Do clean boot:
A “clean boot” starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program.
- In the search box on the taskbar, type msconfig and select System Configuration from the results.
- On the Services tab of System Configuration, select Hide all Microsoft services, and then select Disable all.
- On the Startup tab of System Configuration, select Open Task Manager.
- Under Startup in Task Manager, for each startup item, select the item and then select Disable.
- Close Task Manager.
- On the Startup tab of System Configuration, select OK. When you restart the computer, it's in a clean boot environment.

Method 2. Run memory diagnostic tool: Memory diagnostic tool is a RAM test to check if there is any issues with RAM.
- Press Windows key + R then type in mdsched.exe hit OK then restart the device.
