Windows 8.1 does not come for free.
And your computer manufacturer would have to support and supply Windows 8.1 drivers for your exact model number.

Hello, I need help why do I keep getting this error? "Setup has failed to determine supported install choices" note I am installing from a CD with the Windows OS and data burnt on that disc is that the problem or something else?
