    I know how frustrating this may be for you but I'll do my very best to help you.

    The adb.exe is is a tool to debug Android apps on Windows, if you are an Android developer and are facing this problem the reinstallation of the Android Studio should fix this problem. If you are not an Android developer you can uninstall the Android Studio or Android SDK.
