Windows Filter Platform and Network Isolation causing bad latency issues

Hello, everyone I have been working on an issue for a couple of weeks now where users are getting like 5mn down and 30 up on speed tests. After exhaustive troubleshooting I found that the windows filtering platform is dropping symantec and zscaler loopback traffic. I found an article to add GPO to fix it by adding defined subnets in GPO. This seemed to fix the problem. This morning I received an updated and my system rebooted. After it came back on my speeds are once again back to 5mb down. The GPO is still in place. Please assist this is driving me crazy. Not sure what info you guys will want. Just let me know
