Today I update my Windows 11 and shut it down. When I start the Windows, the start button is not shown and instead the display just blinking. Seems that it keeps refreshing the display.
I can access safe mode wishing I can roll back some update but it does not work. Now I cannot get back to normal mode.

Thank you for updating me with that information. I apologize that the above methods did not resolve the issue. If you select "Keep my files", your D drive will not be affected and the files in it will not be removed. I recommend you refer to the link in my previous response on How to Reset Windows 10 for more details.

Hi John DeV This is my attempt with your suggestions: So apparently these two methods cannot solve the problem. Do you have any other suggestions?Currently, resetting the PC is my last option since I’m trying to save all my important files. I’m using SSD with two partitions: C and D drive. Will resetting my PC removes everything including in D drive? I’m storing my files in D.

Restart your computer, just as Windows attempts to load (spinning dots), press and hold the Power Button for 5 - 8 seconds or until it performs a Hard Shut Down
Do this 2 - 3 times until Windows will boot into the Recovery Environment
Select Troubleshoot > Advanced Options > Uninstall Updates
Uninstall feature update
If this doesn't work, Select Troubleshoot > Advanced Options > Startup Repair
If this doesn't work, Select Troubleshoot > Reset this PC > Keep my files
