I understand that you are having issues with Windows data usage not being counted correctly.
You can go to Settings - Network & Internet - Network sharing center - click on your current network connection - right click and select Properties
Confirm that it is your network card at "Use when connecting" above.
Then check your wireless network adapter driver below. Click OK
Press Win+R, enter and run services.msc to open the service.
Find "Diagnostic System Host" in the listed services and double-click to open it
Change the startup method to "Automatic" and click "OK"
Then observe again if data usage is logged.
