I talked with Microsoft's special agent regarding this issue.
They can't provide any solution at the moment, here's what they said:
Thank you providing the serial number of your controller. Based on the information that the controller having an error when you are trying to connect your controller into your PC, however when you are trying to connect the same controller on the other PC it works fine. And also you have done all the possible troubleshooting steps on your end and the steps that I’ve provided for you. ~ So now, as an agent that you trusted into this concern. I will personally create a ticket into this concern and I will submit it through our backend team so that we can investigate on what exact happen on the controller. And while we are investigating here on our end, please do contact the windows support so that they can also gives to advance steps through this one since its windows issue! Nothing to worry, I will take a look into this case and I will send confirmation regarding on what we have talked today. The email will be send through this email account ******@yahoo.com. I will provide updates if they can provide a solution. This is to help others who will encounter the same problem.
