Java SE Runtime Environment won't open

I have been trying to install mods for Minecraft Java and I need the Java application to run forge but the Java app will not open, every time I try to open it a black screen pop's up for half a second and then closes instantly so please can I get some help with this issue?

    I am also very frustrated by this issue. I have installed both the 32bit and 64bit Java apps per your implied instructions. I have tried right clicking the downloaded Forge .jar file, selecting "Open With" and navigating to the Program Files (x86) Java location. I've also tried Open With and then navigating to the 64 bit Program Files folder and selecting that Java.exe file. Still no luck. Really maddening!

    Could you tell me the specific configuration parameters of your computer?

    It may be caused by the wrong java version you downloaded. Note the 32-bit and 64 bit selections.
