Optional Features - Install Failed

I am trying to install RSATs. When I try to, I get the error code 0x80072F8F.

I have tried changing the registry entries with no success.

I have checked my time on the pc and in the BIOS with no success.

I have rebooted the computer several times and no success.

I have ran SFC /scannow and it found no problems.

I have ran the Windows Update Troubleshooter and it was no help. It detected problems but could not indicate them.

I tried to install RSAT via PowerShell and I got the same error.

I ran DISM with no success.

    I recommend performing an Inplace Upgrade of your Windows, this will make the original Windows features be reinstalled on your PC while you can keep your personal data and apps. Follow the instructions in the section "Are you planning to install Windows 10 on your computer?" sub-section "How to use the tool to upgrade this computer to Windows 10 (click to view more or less information)" in the link below:

    After that, make sure to run Window Update and apply all available updates.
