Cannot Restore Windows

Basically, I cannot do anything to Windows 10. It's totally locked down chicken-and-egg style.

Can't Refresh, Restore or Reset Windows, can't create Installation Media, booting from Safe Mode ignores commands and boots normally.

Can't Update or even revert to a previous build via Settings or by downloading the update through the website.

Can't access Services because it's blocked by MMC .exe and everry Run command or Command Prompt to do with maintenance are either blocked by .DLL errors or Class Not Recognised Errors.

SFC /scannow comes back with Error 193

DISM cleanups just give me something from the above stuff, can't even remember anymore.

Can't access Apps and Features before it crashes

Device Manager, Disc Management, Computer Management and Event Viewer are Class Not Recognised

Regestry Editor is about the only thing that actually opens and seems to function

So, my question is basically this:

Is the solution technical, ie some sort of complex override of Administer Privileges or Python coding? (I dunno, I stay away from coding, seems like a good way for a guy like me to break something without proper guidance)

OR

Is the solution to smash my PC into smithereens with a blunt object until I finish screaming because my PC has been like this for 3 years and I seriously am at my wits end?

    In the end I used a hammer, petrol and a match to fix the problem and tbh, it felt amazing.

    Okay tbh, I just installed a new hardrive with a new Windows build because the problem was unfixable.

    I understand that you have a lot of problems with Windows, I'm really sorry about that and I understand how frustrating it is.

    In that case I suggest you save your personal data if necessary, and do a Factory Reset in Windows, I believe starting from scratch again can help you solve the problems.

    Step 1

    Create installation media on this computer or other if necessary.

    Configure in your computer's BIOS to start via the USB installation.

    1. Boot with the Pen Drive;
    2. When the installation window appears, click Repair your computer;
    3. Click Troubleshooting;
    4. Advanced options;
