I Dave, I am having this same issue and durgarao39 had back in Sept. I followed your answer to this issue that you suggested and below is what my results were can you help me to correct this window issue?

Issue: Failed to connect to an IPC Port: The system cannot find the file specified. I need solve this problem

Your reply to durgarao39: I am Dave, I will help you with this.

Click your Start Button, then just type cmd, and on the resulting list, right click Command Prompt and choose 'Run as Administrator'

Run these two commands in Command Prompt and press Enter after each command

Netsh winhttp show proxy

Reset proxy

Close Command Prompt and check if the problem is fixed, if not, restart (not shut down) your PC and try again.

My attempt to fix my issue with your advise and I am unable to do so. Here is my results. Can you help me?

    Welcome to Microsoft Community. 

    What did you do before you got Failed to connect to an IPC Port?

    Generally, many ports are open by Windows by default, if there is a change in security policy this may have some effect.
