2022-08-11T11:27:14+00:00 This is not fix that every time when restart speed change from previous speed. It is random speed change from high to low or low to high. It may change with next restart or may remain same for many restarts.
Not change with simply disconnecting and reconnecting the cable .

As a test, rather than restart the PC can you check if simply disconnecting and reconnecting the cable resets the speed produced?
Kind Regards,
Elise
