Trying to reset using system settings

Trying to reset PC but it will fail everytime. Im using settings to do it and I dont have anything on the PC. PC is slow so I suspect reset will fix it. I already made a back up on my files so it is fine to re install programs. I just want to reset it.

    I'm Kevin B. Windows user like you. I do apologize for the inconvenience, let me help you sort things out.

    Kindly restart your computer and when you are on the sign in page, press and hold the shift key.

    Click restart on the screen in power option.

    It should restart on the Windows recovery screen.

    Click on troubleshoot.

    Click reset.

    Choose if you want to keep files or remove everything.

    Process the Reset again and check if it will work.
